There's exclusive, and then there's Fremont Place. Over the last century, the L.A. neighborhood has been home to King C. Gillette (of razor fame), the Ahmansons, the Chandlers, the Dohenys, the Van Nuys family, Bank of America founder A.P. Giannini and Muhammad Ali. The guard-gated enclave is known for its classic architecture.No. 68 Fremont Place was the brainchild of then architect-to-the-stars Paul Williams, who designed or contributed to such well-known structures as the Beverly Hills Hotel, Saks Fifth Avenue in Beverly Hills, the Los Angeles County Courthouse and the Hollywood YMCA. The builder was Glenn Oscar Winget.

Tax relief on Short sales set to expire...

Reporting From Washington— The window is closing
rapidly on one of the most important tax-relief provisions enacted by Congress
during the housing crisis to help financially strapped
homeowners.Although the 2007 law that allows taxpayers to exclude from
income the amount of debt that is forgiven or canceled by their lenders doesn't
expire until Dec. 31, it's likely to take every bit of the next 11 months for
financially troubled homeowners to persuade their banks to either foreclose or
allow their houses to be sold for less than they are worth.
Although owners who are struggling to hold on to their homes shouldn't throw in
the towel solely because of the pending tax bite, it is certainly something to
consider.Under the tax code, borrowed money need not be reported as
income because you have an obligation to repay. But if the lender subsequently
cancels what you owe, the IRS
requires that you report that debt as income because the duty to repay it no
longer exists.So, if you owe $250,000 and your lender forgives $50,000
of that debt in a $200,000 refinancing, that $50,000 is considered income. If
your combined federal and state marginal tax rate is 36%, you would owe $18,000
in taxes.Under the Mortgage Forgiveness Debt Relief Act of 2007, though,
taxpayers are allowed to exclude from income the discharge of debt on their
principal residence — at least until 2013.So when your lender agrees to
a short sale, there is no tax on the difference between the selling price and
the amount you owe. When your lender forecloses, there is no tax on the canceled
debt. Even when you refinance at a lower loan balance, there is no tax on the
difference between what you owed on the old loan and what you owe on the new
one.But unless Congress extends the law — and there is no indication
lawmakers are even thinking about that — all residential mortgage debt relief
that takes place on or after Jan. 1, 2013, will once again be considered taxable
income.Why worry about this nearly a year before the law changes?
Because the timelines on debt forgiveness decisions by lenders are absolutely
horrendous.As of October, it was taking lenders an average of 674 days
to process a foreclosure, according to Lender Processing Services, a Jacksonville,
Fla., mortgage technology firm. That's more than 22 months, or almost two years
from the time the process starts to when the property is actually repossessed.
And lenders don't even start the process until an average of 391 days after last
receiving a payment.Of course, each state has a different
timeline.There are no hard and fast numbers when it comes to short sales
or refinancings. But they also can be long, drawn-out
transactions.According to a nearly year-old survey by Equi-Trax Asset
Solutions, a Santa Barbara analytics company, it can take four to nine months
for underwater borrowers to persuade their lenders to sign off on a deal in
which the lender will net less than what the borrower owes.Eighteen
percent of the 600 agents polled said short sales can be closed in less than
three months if the stars line up just right. But almost 10% said these
transactions require more than 10 months to complete.A refinancing that
involves principal amnesty is probably the quickest of the three
debt-forgiveness scenarios. At Carrington Mortgage Services, a Santa Ana-based
lender licensed in 32 states, a "short-refi" takes 45 to 60 days.There
are many factors besides a tax break to consider when deciding whether to give
up your house. What will a foreclosure or short sale do to your all-important
credit score? How long will you be precluded from buying another house? Will the
extra income push you into a higher tax bracket?As always when it comes
to such matters, you should consult a tax professional before making any
decisions.Here are a few of the other important rules that you and your
tax person need to know:• The debt-relief law applies only to debt
incurred to buy, build or improve a personal residence.• The law does
not apply to vacation homes or investment properties.• The maximum
amount you can treat as indebtedness is $2 million, or $1 million if you are
married but filing separately.For more detailed information, see IRS
Publication 4681.

Fannie Mae says consumer attitudes improved during December

Results from Fannie Mae's National Housing Survey for the month of December reveal that more Americans believe the economy is on the right track and many remain positive about the future of the housing market.

The survey shows that 22 percent of Americans believe the economy is on the right track of improvement while the percentage of people who disagree dropped to 69 percent. Results also show that more respondents, 40 percent, expect their personal finances to improve throughout the year, while 39 percent believe it will stay the same.

When it comes to housing, consumers reported to have an overall better outlook. Seventy-one percent of respondents say that it is a good time to buy a home while 11 percent say it is a good time to sell. Additionally, 36 percent say they expect mortgage rates will go up over the next 12 months.

"December attitudes have rebounded from the lows seen during the debt ceiling debate and economic deterioration of Europe this past summer," said Doug Duncan, vice president and chief economist of Fannie Mae. "This improvement is in line with the modest fourth-quarter pickup in the U.S. economy."

While sentiment amongst homebuilders and consumer confidence continues to stagnate, some experts feel that the real estate market is on the verge of a comeback in the U.S. and that there are several positive signs of recovery.

Global investment management firm GMO recently released a report containing nine signs that the housing market was ready to see vast improvements. GMO analyst Jeremy Grantham added that the recovery would see marked gains once consumer confidence and unemployment improved.

"Home prices will pick up together with construction," stated Grantham. "Another housing boom will follow."

Among the indicators of improvement mentioned by GMO, perhaps the most notable are the predicted end to real estate market deflation and the loosening of the so called credit crunch. Furthermore, the company noted that the housing glut was overstated and real estate agents and homebuyers have made significant progress when it comes to getting through the excess of properties created during the housing bubble.

However, Fortune magazine points out that the impending decrease in conforming loan limits could have a negative impact on luxury home prices, which could in turn effect overall home valuations. This could hold prices down in the coming months.

Home sales in Southern California rose 8.6 percent in August Sep 20 2011 11:16AM

Home sales increased 8.6 percent during the month of August, DataQuick reports.

The jump marks the first rise in home sales in the region in 14 months. The increase was fueled in part by the sale of lower priced properties, such as foreclosures and short sales. In total, 19,654 homes and condominiums sold in Los Angeles, San Diego, San Bernardino, Riverside, Ventura and Orange counties, according to DataQuick.

The number of real estate transactions in August was up from 18,090 in July and 18,541 in August of 2010. While this improvement may be a sign that the real estate market in the area is improving, it is still a far cry from the norm, DataQuick suggests. Some of this stagnation may be related to a flailing economy and decreased consumer confidence.

John Walsh, president of Data Quick explained that many potential buyers may be deterred from making real estate purchases as they are unable to obtain adequate home loans, the source reports. This may be further complicated by the upcoming decrease in conforming loan limits which will reduce the number of homes that will qualify for government-backed loans from Fannie Mae and Freddie Mac.

I had the distinct pleasure of meeting Karen Hudson Monday, August 29th as she gave a wonderful speech and presentation on her late great grandfather The Legandary Architect Paul Williams. She actually used two of my recent sales, in her presentation. I have had the honor of selling a few Paul Williams homes in my career, and what an honor they were to sell. The two homes she presented were both located in Hancock Park, the first one, 554 South Lorraine. This home sold in 2008 for $250,000 OVER IT'S LISTED PRICE OF $ 3,599,000. The second home she presented was the home I sold in 2009, 68 Fremont Place. This home listed for $ 5,995,000, and sold for it's full list price, even in 2009, when that was unheard of then. Housing construction 'encouraging'

NEW YORK (CNNMoney) -- In an encouraging sign for the housing market, new home construction increased more than expected in March, according to a government report Tuesday.
But economists cautioned that the report's impact doesn't mean the market has turned around just yet.
Housing starts, the number of new homes being built, rose 7.2% in March to an annual rate of 549,000 units, up from a revised 512,000 in February, the Commerce Department said.
Economists had expected an annual rate 520,000 units, according to consensus estimates from Breifing.com.

Sales of existing-home sales rose in March, continuing an uneven recovery that began after sales bottomed last July, according to the National Association of Realtors®.
Existing-home sales¹, which are completed transactions that include single-family, townhomes, condominiums and co-ops, increased 3.7 percent to a seasonally adjusted annual rate of 5.10 million in March from an upwardly revised 4.92 million in February, but are 6.3 percent below the 5.44 million pace in March 2010. Sales were at elevated levels from March through June of 2010 in response to the home buyer tax credit.
